Once hired, the Superintendent becomes a direct employee of the municipality and serves in an advisory and administrative leadership capacity, supporting compliance alignment, management oversight, and operational continuity—without replacing existing staff or assuming operational control.

The 80‑Hour Program includes scheduled on‑site leadership at the municipality’s facility. The Fractional Superintendent is physically present for up to eighty (80) hours per month, delivering hands‑on oversight and internal leadership development.

The Superintendent functions as a professional advisor and leadership resource. They do not replace existing operators, emergency responders, or operational staff roles.
Advisory‑Only Emergency Support (On‑Call)
The 80‑Hour Program includes access to on‑call advisory support during operational incidents. In emergency situations:
• Real‑time remote guidance is provided via telephone or approved communication channels
• Direction is delivered to the Assistant Superintendent, Chief Operator, Lead Operator, or designated municipal representative
• Support remains consultative and advisory in nature
Physical emergency response is not required outside scheduled service hours. This ensures access to experienced leadership while maintaining predictable monthly costs.
Regulatory Submission & Signatory Authority
Where permitted by state regulations and municipal authorization, the Fractional Superintendent may:
• Serve as signatory authority for regulatory reporting
