AMWOP™ Fractional Superintendent Program

A Modern Leadership Solution for Small and Mid‑Sized Utilities

The AMWOP™ Fractional Superintendent Program provides municipalities with a direct‑employment leadership model in which the Superintendent works for the utility at full professional capacity—while their hours are delivered fractionally at either 40 or 80 hour per month.

Within those designated hours, the Superintendent performs all essential duties of the role, ensuring the municipality receives consistent, high‑level oversight without the cost of a full‑time executive position.

AMWOP™ charges only a minimal acquisition fee to help municipalities secure a qualified, credentialed Superintendent. Once hired, the Superintendent becomes a direct employee of the municipality and serves in an advisory and administrative leadership capacity, supporting compliance alignment, management oversight, and operational continuity—without replacing existing staff or assuming operational control.

Two Service Levels Aligned to Utility Size

40‑Hour Monthly Fractional Superintendent Program

Recommended for Small Utilities

This option provides structured, predictable leadership support for systems with limited staffing or lower operational complexity.

Program Benefits

•          On‑site leadership at the municipality’s facility

•          Support for regulatory compliance and reporting

•          Stabilized operations and documentation practices

•          Executive‑level guidance without full‑time cost

80‑Hour Monthly Fractional Superintendent Program

Recommended for Mid‑Sized Utilities

The 80‑Hour Program includes scheduled on‑site leadership at the municipality’s facility. The Fractional Superintendent is physically present for up to eighty (80) hours per month, delivering hands‑on oversight and internal leadership development.

Program Objectives

•          Establish a reliable executive‑level leadership presence

•          Support higher operational complexity and regulatory demands

•          Strengthen management processes, SOPs, and documentation

•          Provide scalable oversight without full‑time employment obligations

Scope of on‑Site Services

•          Operational consultation and leadership guidance

•          Compliance monitoring and reporting review

•          Staff mentorship and supervisory support

•          Process evaluation and program development

•          Coordination with municipal leadership and regulatory agencies

The Superintendent functions as a professional advisor and leadership resource. They do not replace existing operators, emergency responders, or operational staff roles.

Advisory‑Only Emergency Support (On‑Call)

The 80‑Hour Program includes access to on‑call advisory support during operational incidents. In emergency situations:

•          Real‑time remote guidance is provided via telephone or approved communication channels

•          Direction is delivered to the Assistant Superintendent, Chief Operator, Lead Operator, or designated municipal representative

•          Support remains consultative and advisory in nature

Physical emergency response is not required outside scheduled service hours. This ensures access to experienced leadership while maintaining predictable monthly costs.

Regulatory Submission & Signatory Authority

Where permitted by state regulations and municipal authorization, the Fractional Superintendent may:

•          Serve as signatory authority for regulatory reporting

•          Review compliance documentation for accuracy and completeness

•          Provide regulatory submissions.

Transparent, Standardized Pricing Structure

Their hourly pay ($76.00) is based on the national benchmark hourly rate for Superintendents, plus a 40% administrative factor representing the typical benefits burden associated with full‑time municipal leadership positions.

This structure ensures:

•          Predictable, budget‑friendly monthly costs

•          No hidden fees or unexpected staffing expenses

•          Access to experienced leadership without long‑term employment liabilities

A Scalable Municipal Leadership Solution

The AMWOP™ Fractional Superintendent Program aligns modern workforce flexibility with public‑sector governance standards. By combining structured on‑site leadership with advisory‑based emergency support, municipalities gain the professional oversight they need to strengthen operations, maintain compliance, and protect long‑term stability—without the financial burden of a full‑time executive hire.
